Le représentant du pôle bancaire, Moussa Alassane Diallo, a dans son allocution salué à sa juste valeur le partenariat public-privé en vue de combler les attentes en matière de logement au Mali. Il a également réaffirmé l’engagement des banques maliennes à accompagner les efforts du gouvernement afin de relever les défis.
Le ministre de l’urbanisme et de l’habitat, Dramane Dembélé, a remercié les banques pour leur accompagnement. Pour lui, la concrétisation de ce projet des 1552 logements cadre parfaitement avec le projet présidentiel pour ce qui est la construction de 50 000 logements d’ici 2018. D’où le lancement de ce nouveau projet de 20 000 logements qui va coûter plus de 300 milliards de F CFA pour un délai de 24 mois. Sans oublier les 500 logements prévus à travers le pays pour un montant de 4 milliards. Aussi, Dramane Dembélé a rappelé que les chinois vont procéder à la construction de 24 000 logements d’ici la fin d’année. Nul besoin d’être un petit génie de la Sillicon Valley pour se rendre compte que ce sont environs 44 500 logements sociaux qui sont attendus pour les deux prochaines années. L’optimisme de notre volonté voudrait bien que nous accordions un crédit à ces déclarations du ministre de l’urbanisme et de l’habitat. Toutefois le pessimisme de la réalité et la conjoncture politique, marqués à la fois par des critiques sur les conditions d’attribution des 1 552 logements sociaux et l’imminence du remaniement ministériel, nous amènent à ouvrir le débat sur la crédibilité de ces déclarations. Le ministre Dramane Dembélé fait-il preuve de réalisme en annonçant la disponibilité à court terme d’un tel nombre de logements sociaux ? Et ce dans la mesure où les travaux des 1 552 logements, dont la cérémonie symbolique des remises de clés a eu lieu, ne sont toujours pas achevés. Si l’annonce de ces chiffres est une option politique pour faire taire les critiques actuelles en la matière, elle ne demeure pas moins un engagement sur lequel le gouvernement sera évalué. Des chiffres on ne peut plus reluisants qui sonnent comme un refrain de motivation à l’endroit des centaines de personnes déçues par les conditions d’attribution de ces logements sociaux.
