S’achemine-t-on vers une sortie de crise entre le Mali et la CEDEAO ? Tout porte à la croire. Les jalons d’une solution ont été posés cette semaine avec la tenue d’une réunion à Bamako entre le Gouvernement et les représentants de la communauté internationale. Objectif ? Parvenir à un compromis sur un chronogramme précisant les étapes de la période transitoire.
Cette rencontre rentre dans le cadre de la recherche de consensus et dans le souci d’une compréhension mutuelle entre le Mali et la Communauté économique des États de l’Afrique de l’Ouest (Cedeao). Elle a pour objectif principal de concilier les aspirations des Maliens et les demandes de la communauté internationale pendant la Transition.
En effet, malgré les sanctions à l’encontre de notre pays, les autorités de la Transition ont toujours prôné le maintien du dialogue en vue de trouver une solution consensuelle à la crise.
Aussi, le chef du gouvernement lors de sa rencontre, avec le corps diplomatique le lundi 7 février dernier a déclaré : « le Mali demeure une terre de dialogue… Notre pays n’entend engager de bras de fer avec aucun État, ni avec aucune institution, surtout pas avec les peuples frères de la sous-région. »
C’est dans cette optique que le gouvernement a mis en place un mécanisme de concertation sur la situation politique dans notre pays. Il est composé du groupe de dialogue établi au niveau ministériel et du groupe de travail élargi. Ce dernier groupe comprend les représentants du gouvernement et des membres du comité local de suivi de la Transition (Cedeao, Union africaine, Nations unies, Ghana et Nigeria), assistés par les personnes ressources et les experts compétents.
La coordination du groupe de dialogue est assurée par le ministre des Affaires étrangères et de la Coopération internationale du Mali.
– Le groupe de travail Elargi: la mission du groupe de travail Elargi consiste à faire l’évaluation technique du projet de chronogramme de la transition présenté à la CEDEAO. La coordination dudit groupe est assurée par le ministre de l’Administration territoriale et de la Décentralisation, en collaboration avec le ministre de la Refondation de l’Etat chargé des Relations avec les Institutions et le ministre délégué auprès du Premier ministre chargé des Réformes politiques et institutionnelles.
Cette démarche du gouvernement traduit sa volonté d’arriver à un calendrier «consensuel» et «acceptable» et qui permet de conclure la Transition de manière réussie.
Selon certaines sources les discutions pourront se focaliser sur une période de deux à trois ans pour la durée de la transition. D’autant plus que les Autorités de la transition ont toujours assuré que les cinq ans précédemment proposés ne sont qu’une base de négociations.

For ECOWAS to fulfill this condition offer no injury to ECOWAS but do allow Malian government plus people to Greater Good upgrade their positions as feasible.
